Typically its caused by users either not having the brushes loaded into the brushes panel before playing the action – or – they have loaded the incorrect action version into Photoshop. If you have done all over that and still getting an error, reset your preference files. To reset the preferences, hold down Alt, Ctrl, and Shift keys (Mac: Command, Option, Shift) while starting up Photoshop.
